The following events are logged every second on my ISA Server 2004 Standard.
It runs on a Windows 2000 Server SP4

Does IIS need to be installed on the ISA server for Web server publishing
another internal server to the External net to work?

Event Source: IISInfoCtrs
Event Category: None
Event ID: 1001
Date: 3/28/2006
Time: 8:30:08 AM
User: N/A
Computer: ISASRV
Description:
The description for Event ID ( 1001 ) in Source ( IISInfoCtrs ) cannot be
found. The local computer may not have the necessary registry information or
message DLL files to display messages from a remote computer. The following
information is part of the event: The event log file is corrupt..

It would seem this is a Windows 2000 Issue.
Please let me know if I would need IIS installed for any reason on the ISA
server though.

No it does not.

You have a problem with the IIS performance counters... which means that at
some point you had IIS installed on that machine, the performance counters
were installed and some registry settings were created... then maybe later
on you uninstalled IIS but the counters were not removed (or not entirely
anyway). If you don't have IIS on that machine, and you're not interested
to monitor the performance of IIS via Performance Monitor, you can safely
remove the following registry keys which should eliminate the problem:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Eventlog\Application\Sources
( !!!CAREFUL: remove ONLY the "IISInfoCtrs" value in the list associated
with the "Sources" subkey )

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Eventlog\Application\IISInfoCtrs

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\InetInfo\Performance

After you remove these, reboot your system and you should be fine.
